yes, the game is currently on high tap.
However, the factory solder is often on the bottom inside of that Normal tap loop, not on top. So the top looks untouched, but I'd look inside the loop too.

That rusty clump on the inside of the loop is most likely old solder. When the photo is zoomed there is a chunk of wire sticking out. (I might actually need glasses).
This pin has 1 broken Drop Target and 1 replaced Drop Target, I will resetting it to Normal soon.

From the new camera angle...it's clear that the wire has been moved to high tap.

The 3 photos of the transformer that I took all were from the side with the Label. That Red wire was blocking what I suspected.
It would be very odd if it had been on High from Gottlieb. Hopefully it was just done to boost the action, and not to compensate for some weak coil problem. Time will tell.
The hunting for a good pin is always fun. Getting it set up right is just as enjoyable. The previous owner said, "It starts and plays".
From what I have gone through most likely has been heard before. No keys. It had only the rear adjusters on, they were up almost 2 inches. The Ball Count unit had the rotating plate attached 180 degrees off. So no lit ball count, no lit Match Scores, no Game Over. The Multiplier Stepper had both set screws loose, so no 10X feature. The High Tap setting.
Surprisingly it is really good condition, it will go well with the Gottlieb pins I have.
