Looking at IPSND: http://www.ipsnd.net/View.aspx?id=2565

It appear to be earlier in the run and there are photos of serial numbers that are also hand written. Later ones appear to be typed.

I'd say it looks like an early run/sample game to me.

It makes things really easy to figure out placement of parts, my Allied Leisure Getaway is printed in bottom of playfield and bottom/inside of cab as well.

The two inserts look interesting. I'm not sure if those are just voids in the wood, or if they drilled the holes in the wrong position, or if they actually reduced the size of the inserts that they were going to use.

What does the top side of the playfield look like?

Gottlieb System 3 games have outlines and labels printed as well. It's a nice feature.

I've owned a TM and other DE games, they do not mark up the underside of the pf like this on production models on any I have seen. It must be early production/proto/sample.

Have you compared pf artwork and plastics to production ones? Sometimes they make small changes.

My DE Time Machine has the same outlines/graphics on the bottom, along with the ring sizes on the top, along with the hand-written serial number tag.

I just pickup a mint time machine a few weeks ago and my first Data East pin in the couples cove. I am new to Data East games but here are some pic of the inside of TM as mine has the drawing on the underside and a stamped serial number.
