    are you using an analogue or digital multi meter?
    actually that may be for another thread as there are pros and cons for both.

    your 0.7 drop in your reading from what it is suggested to be is fine.

    when you touch both probes together on your digital meter, on say 0-200 ohms does the display show zeros?
