Licensing would be the hurdle, I would suspect.

Truthfully, neither do I.
But the fact that Gary Stern announced in the press release for the AC/DC Pro LED that it was being released seeing as the license was expiring in December, 2014 would lead me to believe that there are some road blocks to deal with once licensing expires.
If it's a simple case of renewing the license for a short-term run then it may not be a big deal, but I'd guess in terms of LOTR that some big, bad production company somewhere has the license for all feature film content pretty tightly under wraps. Especially, as someone else mentioned, seeing as the Hobbit licensing was granted to a competitor.
I may be way off base though, so here's hoping!
