Is that the only reason though? There has been some disquiet among contractors / staff about some rather unpleasant witch hunts for leaks and other 'out of bounds' stuff - which were very obviously orchestrated by staff who suffered no consequences.
Haven't heard anything lately on that note, but there has been a fairly febrile atmosphere at Stern in the recent past due to that.
