Unlikely Disney would need to get the actor's permission, except MAYBE Harrison Ford. Talent deals prior to the 21st century were a lot different and often included likeness for promotion, merchandising, etc.

Ah, but you have to do it profitably. That eliminates AP. A little over 1000 games TOTAL sold after 3 tries out is not a company long for the world.
