Intermittent Issue w/Pop Bumper and Police Car

I am having an issue with my Police Force pinball machine where sometimes when I turn on the machine and start a game everything works great without a single issue and other times when I start a game or even during a game the right pop bumper stops working along with the police car switch; the switch on the ramp that activates the police car. These issues seem to be connected since both always happen together. If one is works, they are both working and vice versa when they are not working. I have replaced the TIP102 on the pop bumper so far and reflowed the solder on the connectors, but I am still having this problem and it is very random and annoying. It doesn't seem to matter if the machine is hot or cold, etc. it seems to be a random occurrence that can happen one game and then I can unplug the machine and start a new game and everything works fine, etc. At this point, I have no idea where I should look next or what I should do? Any ideas on where I should start would really be appreciated.

On the switch matrix chart it indicates to follow the white-green wire from the right pop to "enter middle ramp" (which I suspect doesn't work also when the pop doesn't work) to the "right ramp to car" to the "right 3 bank drop target middle" and finally to "center coin chute". Any break along that line will stop anything down the line not to work. Since it's intermittent, physically touch the wire at the switch. A visual inspection only may look like it's connected. The diode could have also come loose so check that. I'm betting on the drop target.
