That looks like a thermally conductive gasket, so no grease. You would grease the mica insulator gasket.

Electrically I don't think its a problem to go no gasket and use grease but with the transistor touching the heat sink there will be high voltage present on the large heat sink. The black anodized heat sink doesn't seem to conduct well, but with HV it will.
