Am I crazy, or are your habitrails coated with something? Powder coated? Painted? They don't have that brassy shine I'm accustomed to.
I only mention it because when I first got my machine, some previous owner had spray painted them gold to cover up the corrosion rather than give them a good polish. The pin was full of gold dust as a result. T'was an awful mess to clean up.

That post should almost always always be up. The solenoid pulls it down to access the POA. When testing with the coin door open, make sure you've got the high voltage switch enabled so the solenoid will fire.
If that post isn't perfectly centered, that can sometimes create friction that prevents it from moving up and down freely, but if you can manually push it down and it pops back up, that's probably not be the issue

The top switch of the two is the high voltage safety switch. Machines usually have an operator's clip that can be placed over it so you can test with the coin door open. I don't have one of these clips, just a big ol' rubber band that I use.
Now that you mention it...I don't know what that 2nd switch does either.
Can you see what it's catching on? I had a problem with a drop target sticking on the way down, but it had nothing to do with the sticker. It was the guide washer, which slides inside a channel inside the target. The washer was ever so slightly irregular, and it was catching there. I'd check those washers and make sure everything is sliding freely. And make sure there's a good amount of tension on the springs pulling the target down. Maybe it's not as taut as it should be?
And yes, on the POA you want to hit the lit targets.
