Is it possible you forgot to reconnect the narrow ribbon cable that leads from the 8-driver board (located just above the right edge of the power driver board)? The idol motor and five of the flashers are controlled by the 8-driver board. (The ribbon cable plugs onto the middle left edge of the CPU board.)
Does the mini-playfield tilt from side to side (there's a diagnostic test to exercise the mini-playfield)? If the mini-playfield works that would rule out the fuse for the +12V unregulated supply.
