WOW! This is one of the cleanest WPC boards I've ever seen ... you may want to consider replacing the alkaline batteries with lithium ones. They cost a lot more, but they will last for at least 5 years and are a lot less likely to leak.
Your ribbon cable on J211 is on upside down, but this is fine as long as its backwards on both sides.

This is your game and it's entirely up to you on the avenue you want to take to fix it, but this game was engineered to provide 5V to the CPU and if it isn't, something is not working properly. I personally tend to shy away from these type of quick fixes as they have a tendency to mask the problem in the short term, but they usually come back and bite you in the ass later on.
