Looks like the head locking tool for some pins. Look at the bottom back of the head for a mechanism with a hole.

The reason I think it is a part is because it has a solid plunger cylinder on the bottom... Weird huh?

i had a muffler bearing go bad on my vintage turbo-encabulator. you wouldn't believe what that cost to fix.
