Looks like Sega Golden cue. But the color is different. Anf the ramp cut outs. Unless it came in gold too. And it's a prototype.

I would think it's a Sharkey's shootout prototype or mod.

Really the only games that have something similar.

Sharkey's shootout and Golden cue.
Sega/stern.

More than likely it's for Sharkey's.
