    Quoted from rai:

What is normal when selling a car? I mean they don’t get to borrow your lisnce plates so what is usual do they just drive without and say it’s a new owner no tag yet?

Not sure if it's a state to state thing, but in Michigan the plate stays with the seller. You are allowed to drive a newly purchased used car without tags as long as you have the signed title in your possession and you are driving it directly home.
