The GI is 6.3 VAC (AC, not DC), You should be measuring with meter set to AC and one probe (doesn't matter which probe, as the AC is not polarized) on pin 1 of J119 and the other probe on pin 3 of J119. Then you should see about 6.3 VAC.

The schematic is on the website IPDB.com. The wiring to the coin door is on page 3-15. Your LED indications are normal.
