I have a game that is HUO with no documentation. It was never routed and it is immediately obvious. I'm pretty sure I'm only the second owner.

That depends on how much play, wear, and damage accumulates.
Some people (such as myself) are very careful when protecting and transporting their games to keep them as nice as possible. Other people just toss them in the back of their vehicle and take off without wrapping, protecting, or securing the game.
In any case, most of the games I've owned (made in the mid-60s to early 2000s) probably only had about a half dozen owners before me (based on asking about the game's history and backtracking to a point where it was in an arcade or on route).
I think 30+ owners for most games is a little unlikely.
