Just remove the bulb from the "free ride" insert. Problem solved. 
Seriously though, it's part of the game. I would just let people decide if they want to do it. Maybe tell everyone prior to starting so everyone starts out with that knowledge. Personally, I only use it once in awhile if I KNOW I have enough time. Might make for a more exciting tournament with higher scores, jackpots and super jackpots.
