how to remove bolts

trying to remove these bolts from my fish tales so i can sand the rust off and paint them. do you need a special tool to do this.

They are a normal threaded carriage bolt so left to remove

If you don't have a big flat head screw driver... you can use a small screw driver, lay it flat in the groves, and turn it that way.
