I believe that white film was applied at the factory in order to create an opaque look on the inserts (so the bare bulbs wouldn't show through).
Looks like someone in the past tried to remove the coating with something that caused the surrounding PF discoloration, got some of the coating off, but lost the battle and gave up.
I'm not 100% sure on this; just wanted to give you this head's up till someone can definitively chime in here.
