I bet hoby is the Senior Engineer of the claw itself. Making it the biggest POS on purpose so it can barely grab enough to hang onto a prize as it goes up.

I would only go in there to play pinball, my daughters dance academy right around corner. WWE is $6 worth of fun no doubt. Never saw anyone but me play it so it was in pretty good shape.

1) No, you can't put a games on location in Walmart because they, like many big businesses, have exclusive contracts with select (major) vending companies to place games.
2) No, hoby1 does not make a lot of money working for a vending company. Only the owners of vending/amusement companies make a lot of money 
3) Yes, redemption games like claw machines, Cyclone...most of them cheat. They are operator adjustable as to how often they should pay out. Doesn't apply to smaller prize games like candy cranes, Stacker (small prize only), etc. where the cost of the prize can be less than the cost of one play. So while a claw machine does require some "skill" to win it ALSO requires luck that no one else won in the last 30, 50, 100 (operator adjusted) games. Is this misrepresented to the customer? Yes. Should redemption games be required to pay out on skill? No, because then how would the operator make money. Should it be illegal or considered gambling? The laws are always changing and like everything else it comes down to who is lobbying the state politicians with more money.
Disclaimer: I was only a small time business owner so I only made a little lot of money but I know too much.

-Yawn- if people are still trying to armchair it, hoby1 works for the national entertainment network or NEN. I can confirm that rainbow machines are indeed as dumb as a box of rocks. They are built like a classic jeep, rugged, and only with the features you need. Of course it doesn't require programming to render a claw incapable of picking up prizes. Some more expensive machines let you enter the odds and it will adjust claw power dynamically as prizes are won. This feature has been banned in some states.
To the OPs question, Wal-Mart actually has a program where they work with independent operators, but I've only seen them do it for bulk vending and when whatever installed operator (usually NEN) isn't doing that great of a job.
If you want to fight the good fight and make pinball publicly available again your best odds are with small independent locations. As mentioned above bars and restaurants are probably best. Smart operators try to take a larger cut than legally required in bars. Also be mentally prepared to lose the machine. I've had a few walk away on me... Or get so vandalized that I have to call it a total loss.

Or even better claim personal injury after trying to get the damn bear to fall out of the claws by rocking the machine. "I hurt my neck and my back trying to get the prize I won!". On another note it was previously mentioned that insurance costs are high...a child could be killed. Do you give the child a ratchet set and a sledgehammer to accomplish this?

I looked into liability insurance for Pins (specifically). It’s not exactly easy to find and, unfortunately, it’s not cheap.
Believe it or not, many ops don’t have liability insurance. Just like many run pins as a cash business with money exchanging hands without following tax laws. Some folks do t mind the risk.

Agreed, Hoby1 is a nice guy and always willing to help people out and he's fun to talk pinball with as well.

In our small market, the Wal-Marts are actually clean, well stocked and pleasant.
But I've been to some major metro ones in my travels that looked like herds of buffalo had recently stampeded through them. The contrast was actually quite unreal. So I understand from where the aversion stems.
