From the JJP email, you don't need to be paid up to switch from LE to SE. Just need $4000 on board by 12/31/14 deadline.
As far as numbering, when I switched about a week ago I went from LE #115 to SE #108 assigned by Jen. Don't know if my original number was already taken but it had no significance to me.
