I've had very good success filing complaints with the Better Business Bureau. It's a free service and I've received probably at least a couple thousand dollars total from various businesses that have ripped me off over the years. Of course, he may not care and just ignore the complaint so your mileage may vary. But I think it's worth a shot - you may also want to open a complaint with your state's Attorney General as well.
