I would think the amount of engineering and manufacturing work needed take a 38 year old early SS game into their current design/production systems was almost the same amount of work needed as starting from scratch.
They might have saved a small amount of time on the front end but I doubt it was overly significant in the grand scheme of things.

I know we were all expecting something else, but it's not like Stern copied Memory Lanes here.
Seawitch is a beloved classic, and if Stern wishes to place their most expensive license/theme into a massive guinea pig classic crossover test so be it.
