Hot Wheels "Ford vs. Ferrari" edition might sell (with callouts from the movie)...but wouldn't that be two licenses to pay for?

They can make pinball (good ones or not) as long as they want to. They are a tiny subsidiary of a larger company.
They also make redemption machines, which pull in the dough.
