There is nothing that it can physically hit that the others can’t, but shots from this flipper are worked into the code.
1) A’s your ball bounces around the pop bumpers, the Dwarves quadrant of the backglass shows barrels filling up with fish. As the ball exits the pops toward the flipper, a shot from the upper flipper into the lit dwarf targets “kicks a barrel over”. This is progress toward extra ball.
2) the wind lance also feeds this flipper for mode use “one timers” and to kill Smaug. Unless you want to cradle a ball and do it the “cheater cheater” way.
Pro tip: you will hear the dwarf horn to signal a shot is available from the upper flipper. This was added in the latest code.
