At least radical has something for every flipper to shoot. Woz has next to nothing to shoot from the upper flipper..Skill shot standup target. Real satisfying.. Pfft. I expect hobbit to look better over time, but i wouldn't bet on any good upper flipper shots materializing. Putting scoops in the side of the troll popups would be solid tho.
killing the witch isnt bad either! two shots with upper flipper. can be done with lowers but much easier with the right top but who's counting? Without it how many would complain they should have put on in to hit them easier?

If there was a magnet ala Adams Family (the power) in front of the dragon, it could be used to deflect shots. A shot to either loop, left or right, would turn the magnet off for a second allowing a shot from the upper flippers at Smaug.

No magnet has shown up on any of the Hobbit info so far, but there is a row of drop targets. If they are memory drop targets (i.e. able to be dropped by the machine), they could work much the way you are proposing.
