No... for most that date means $3000. However, as of September 15, 2013 the number does officially go to $4500.
Not sure if that one will be as strictly enforced, especially if you just had people paying big money a few weeks prior (perhaps up to $2500). I think they mainly want to avoid a situation they had with WOZ where folks ignored all payments past the initial deposit right up to the very end.
