You have the right idea for troubleshooting. It's a PC nothing more. You've narrowed down it's a signal output issue so the last step is to swap out the SVGA cable. Or if you're lucky enough to have access to a DPORT to SVGA signal converter to use the main output to test the small LCD. If the LCD is confirmed good and swapping the SVGA cable doesn't work then I'd suspect the system board secondary output is bad.
