High Speed Voltage levels a little off

I'm measuring -15V on the J3-3 sound board where it should only be -12V. I didn't think this was a problem but my sound board isn't working with no background music so not sure anymore, all other sounds working fine. The 5V line is a perfect 5.0V. Game plays perfect, all light, flashers, coils, etc. working like they should, just no background music. Swapped out PIA U5 with known working one as well as a known working sound rom. Data getting to sound board. Not getting good pulse signal at U6 measured with a logic probe so I suspect the crystal oscillator and will get a new one in next week.

Thanks for the help, it is appreciated. I did a little research and some testing. For the 6809, pin 34 is the E, which is connected directly to U6 pin 9 where I tested with the logic probe and only got a solid signal, no pulse. When I measure the E for frequency with my Fluke 117, I get 1.5Hz, not MHz. The operating range for E on the 6809 is .1 to 2 MHz per the 80s manual I found online. When I measure the frequency on the output pin 8(input pin 3 of U6) of the oscillator, I get 6Hz(still solid, no pulse, on the logic probe) but not sure if this means anything? Am I correct in blaming the oscillator or could it be U6 or something else?

Is there any concern about the -15 V instead of the -12V? Just seemed odd to me and why is it off so much? Power board issue?

I tried a working 6809 out of my TSPP and everything was the same. Crystal should be here Monday. I'll report back.

Okay, I really am confused now and I think I need to get back to the basics. I put in a new crystal oscillator, still no change. I bought a complete used but tested working background sound board from Steve at Florida Pinball Salvage and it does exactly the same thing. I get all the noises, but no music at all, not during music test nor during game play. Game plays perfectly, every aspect except b/g music.

So far, I've used 3 different 68B09 with same results, 3 different b/g sound roms where the previous owner said he put in the updated sound roms on the mpu and b/g board when the b/g sound went out, changed a couple capacitors that were only a little low, 2 different ribbon cables from sound board to MPU.

I'd like to send somebody one of these boards to have them test it just to make sure it works like it should.

Could it be a problem with the MPU signal to the sound board? Not sure what to try next.
