If it is stays in the up position when game is turned off it’s a mechanical issue.You said if touched it goes back down..while game is off or on??

The other two flippers work perfectly after receiving mostly the same work.
It’s sounds like an EOS holding problem...lift up the playfield slightly and hit that flipper button and keep and eye and see if the EOS switch is holding and the blades are properly gapped
