Very interesting problem!

Have you done the basics like ohm test on all 3 coils, diode test all 3 coil diodes, diode test all 3 relay diodes, ohm test all 3 relay coils?

The wiring in the manual is wrong.

If you run a switch test with the balls removed, one switch at a time. Do you get any false switches show up?

Well I guess I am going to need to see the other two blue relay wires to make sure that they are wired correctly.

I'm not seeing anything wrong there. Has there been any battery leakage in the past? How about some pics of the cpu board.

That is a correct voltage for unregulated 50 volts dc.
