I have a spare System 11 board and just checked. All the resistor groups (of three for each solenoid drive circuit) measure the same.

R105 = 2.0k (installed as 2.7k)
R106 = 560 (installed as 560)
R107 = 68 (installed as 68)

They are pull-up or pull-down resistors and mostly isolated so I would expect them to measure close to what they are actually labeled as.

If R106 is measuring low then it might be U45 that has been damaged. There's probably an abnormal path between pin 1 and pin 14. Do a quick in-circuit IC test to rule out (or in) the IC. It could also be Q72 and/or R107 that have been damaged. Consult the schematic for other possibilities.
