So I have been testing my PIAs. I have been following the "when things don't work:fixing a dead cpu". I have diode tested all 6 chips. I have a short at pin 9 of U51. I have proper voltage on my board. I have a system 11a board with the three leds. Only the5v led is lit. Board will not boot. Would this u51 chip b the reason to why my board is not booting?
