Looks like Q79 (or maybe 77) blew. Q77 is for the upper left pop bumper, 79 for flashers. First bet would be that the switch for the pop bumper stuck closed and the coil locked on, eventually frying Q77 (and maybe the coil too). Could also have been a short on the coil, or elsewhere. Either way you're going to need to get that board repaired. If you're comfortable soldering and the only problem is the transistor it shouldn't be hard to replace, but otherwise you should probably send the board out to be repaired.
Since the game isn't booting either, it's possible you've blown some fuses, have you checked them all? Unplug J18+19 to prevent further damage to that transistor and turn the game on, check for 5V and 12V at the MPU (J17, black wires are ground, grey is 5V and white/gray is 12V). If you're getting those and it still doesn't boot, it's definitely going to need some troubleshooting and repair.
