Number 1,2, and 4 work fine. #3 is just blank,anyway to test it or should I just replace it?

Swap the cable from 1,2 or 4 and see if #3 comes to life. Do it with the game off

I swapped the cable from player 4 to player 3 and still blank but player 4 still lit up. Its makes me think gassed out?

Yes, the glass would have to be replaced. You could buy a used assembly, or go the full led score kit.
