HH - lower pf saucer solenoid sticks after firing

This is the saucer kickout on the lower playfield (not the upkicker!). It stays down without power and stays down until the ball goes in the saucer, activates the switch, and it kicks a ball out. When it kicks the ball out, the saucer kicker stays up. It isn't holding really strong like a shorted coil/transistor but it stays up. The plunger and stop are very flat and new looking without mushrooming. When I turn the game off, the coil drops. I check Q64 and it's slightly lower than the other 2n3055 transistors (~.488 vs .500). Is that enough to cause this? Q63 is ok. The coil diode is ok. Any other thoughts? This is new behavior as this kickout was working fine recently.
