So I saw someone posted an image of the Dialed In! instruction card:

The object of the game seems to leave things pretty open. So I went back and had another look at the comic:

So it seems that a powerful phone, created by D.I.E., has somehow ended up at Bob's store. Our hero (the main character) is looking for a new phone and ends up buying the special D.I.E. phone from Bob. D.I.E. is looking for the phone but they aren't too concerned because it would take a lot of energy to power it up. However, on his way out from the store, lighting strikes the power company sign which in turn powers up the phone.
So the hero is just a regular guy with this unusual phone. What happens from here?
