I had a similar problem on my Scared Stiff. It was kitted out with LEDs, and when I got it home from the seller I saw clear evidence of a matrix problem--too many lights on at the wrong times.
In my case, what fixed it was wiggling one LED bulb. I cannot explain how, but fiddling with that one lamp and re-seating it did the trick.
These were all lamps from http://pinballbulbs.com/ for what it's worth. Generally they seemed good, but I found a couple in the game that misbehaved. There was the matrix issue (which could be the socket/diode) and two other bulbs were starting to fall apart and would not illuminate until I fiddled with them.
