I used a Dremel tool with an abrasive wheel to grind the rivets holding a ramp flap recently. Then used a very small flat head screwdriver to finish getting them out. You could also use a drill tip if you have access to the back of the rivet. Pro tip: use a shop vac while grinding to remove the metal dust as you are grinding.
Pinbits has some rivet kits that don't need a press.
I use a drill with a bit a little bigger than the rivet. Just be careful whatever you use that it doesn't drift off the rivet. You can also use a locking nut and bolt to hold it

Be real careful when using a Dremel tool if the rivets are attached to plastic. It doesn't take much and the rivet can get hot enough to melt the plastic. I prefer to drill them myself. If the rivet happens to want to spin, just set it type with a rivet press.

Since your going to replace the bulb socket I would just grind it off on the socket side. It wont matter if you mark up the socket a little bit because it's trash anyway. Just don't over heat it. A #6 screw and nut will hold it.
