I have a board from ebay bought several years ago. Minimal corrosion but is locked on. Tried all the pinwiki troubleshooting. Voltage at pin 40 U9 is 5.4, seems a little high, could this be my issue? Test point 1 shows a hair over 5V. With only U6,9 and 11 in the board, I verified clock signal is coming through and the LED is cycling. Replaced U9 with a brand new one. Also replaced U15 with a MC3459P. Double checked jumpers which are set for 2532. It appears that U16 was changed before me, someone installed a E320-35 which is a Baly part number that does match the parts list for U16. U6 is also new. Any suggestions are appreciated.

Thanks Chris. I'm pretty sure the board is jumpered for 2532. Correct me if I'm wrong please. The following are jumpered: E4 to E11, E7 to E8, E10 to 11,E13A to 14, E29 to 33 and E16A to 34.

Where can I find Leon's test rom? What does it do? I'm thinking that the chip in U16 that somebody installed may have been pulled from a different board since it has the Bally part number stamped on it, so I don't know for sure if it's good, anyway to test in circuit?

R11 was changed as well, not by me. I will check it out later, thanks.

correction, that was a different board, this one looks original.
