I'm going to guess it's got the wrong display. Only one Williams System 11 game used two satellite displays like that, and they rerouted those segments to drive the 3rd display. The board can be modified, I need to do one myself as my game came totally without one but I've totally stopped on that project and not documented it. Check and see if it's got a serial number on the display unit, mine says 50007 500030, the first number is the game number of RBG.
