That's a good sign. That means it should be capable of lighting up.

You might not be getting good contact. Maybe the legs are tarnished. I'm not sure about a good way to clean those legs since they're so thin and fragile, though.

If you have enough alligator clip jumper wires, you could try that.

Or, just proceed with soldering them in.
