    Might be one of those games that needs a ball in the trough to start in attract mode. Also, sure the 43v solenoid voltage is getting to the bottom left side of the MPU board?

    Could try reseating the top right 2 connectors on the SDB and the bottom left connector on the MPU board. If it boots, then you may have some tarnished pins to deal with.
