So I am installing a GPE Rectifier Board on this power supply and I noticed some melted plastic on the transformer. Should I be concerned?

I connected my meter (in continuity mode) to lug #1 and I get tone on all the bottom pins 3,5,7,9,11 It is set for 115v mode, my power reads as 115v not 120v.

You are probably fine. I havent come across a shorted transformer yet. I am guessing there isnt enough resistance in the windings to stop your DMM from buzzing.
