That means all the optos look closed to the machine, either because of a switch matrix problem, or a power supply problem with the 12v that powers the opto emitters (or a loose wire in one of those areas). It could be a straightforward fix, or a much harder one, and you won't know until you do a bit of digging.
Pretty sure No Fear isn't playable like that.

Definitely check the CPU board for damage from leaking batteries before buying (that can cause just about any failure mode imaginable, and requires professional board repair or a new CPU board to fix - I mention this, because it's a fairly easy thing to check, and is relevant for buying decision and price)

Ok, I had this exact problem, even sent the boards to Rob Anthony and he didn't find anything. Check the opto board under the right flipper side of the machine. Mine was *just* slightly not making connection and as soon as I did that, I was back in action. If it is switch matrix issues, it will probably cost ya a couple hundo tops to get sorted out, so keep that in mind when pricing it. Great, fun, machine and I love mine so Good Luck!

Check your bridge rectifiers. I think its BR3 or BR4

Does it just feel loose? The third flipper on my No Fear feels appallingly loose , but it seems to function just fine (and quite consistently). I wonder if this is a design issue, rather than a problem, and is due simply to the fact that it's on a 6+ inch shaft, using a flipper assembly designed for a 1 inch shaft.

No Fear looks great with LEDs. I use mostly normal lights on mine (since i'm going to sell it soon) but I put a cool white LED under each of the final 3 challenges, and it does a great job of emphasizing those inserts.
