The one that is out might not be the bad one, the bad board could be the board that feeds the one that is out (no data,power leaving the last working board). I would go back one more board. I assume you are physically jumping these boards out as well as disabling them in the menu. If that doesn't work, I'd start looking at the power that feeds them.
