Yea, It's either magnetized, which a degauser will cure, although the monitor has built in circuitry for that, or the CRT is damaged, or the built in circuitry has failed which causes magnetic spots. Also if you have some external magnetic object near, like a large speaker can cause it. Not sure if the monitor has adjustable rings on the neck, but two rings do purity, and the other four or more do convergence to keep all three colors aligned on text ect. Someone fool will the rings can ruin the monitor in all rights. Possible to tape or glue small magnets to the back of the CRT to minimize this problem if all else fails to counteract, but last resort.
