Get it playing before worrying about cosmetics. You don’t want to have all these new parts waiting for the ‘restoration’ then end up realizing you have serious board/power issues that could set you back quite a bit, depending on the issues. Once working, then you have a great starting point to make decisions on what you need to do. I would expect new balls, lights, and rubbers; but will the plastics work if cleaned up or are they broken? Occasionally you can find one or two plastics for sale or you may just buy a kit.
Cabinet and playfield. This takes it to the next level. Can you do the work or will you need to outsource it? A professional cabinet/head restore is around 800 if no major wood work is required. You can get the stencils and do it your self for much cheaper, but it’s not super easy.
Playfield, again, are you ready for that challenge? You’ll need a rotisserie. To clear a playfield requires some level of skill. You can outsource, but it can get expensive quick.
All depends on your skills, wallet and end result. Do you want to keep it forever? Then the extra money to get everything done might be worth it; or will you end up like me a year later, started with 2, up to 10, but had 12 at one point. Choices my friend, choices.
