Help me make sense of this circuit (HS police light)

So the two red-white lines are connected to the 26VAC secondary on the xfrmer, straight connection. I am assuming the grey/brown wires are the control circuit "solenoid 4" that actuates this relay from the MPU. According to this diagram, the 6P3 connector, aka the light/motor assembly is already connected to 26VAC all the time, what is the relay doing?

I think that is a schematic error. The relay is used to make/break one leg of the AC, both legs use the same red/wht wire coloring. Connected as shown in the diagram, the beacon would be on all the time.

You can see why I was confused. I'm an automation engineering and am familiar with your typical wiring schematic and i saw this and was like WTF! Funny, its not in the amendments update on pinball database either as an error.
