With respect, I don't think so... I've built 3 of them, good luck finding "free" 19" crt monitors that work much less are pc monitors. Yes you might find 19" lcd for free, but not likely
The pc needs better specs than you think (chances are good you can get a spec one for free, but maybe not, about $75)
You forgot a video card $35 or if you go for an arcade monitor, add $75 for ultimarc vga
The nintendo cab plans on the web are totally incorrect. They won't match up to an original dk if you have a nintendo row

About 10-20 hours of research
About 25 hours of work, more if it's your first time building a cab.
Tools, you can rent these, but $$
